Everyone who bought a newly built apartment knows there are 2 types of finishings. 
If you’re planning to buy an off-plan property, you definitely should know some things. So, let’s look at the Georgian Market and what different “Frames” mean, here.

White Frame

If you purchase a white frame property, in most countries in the world this means that it is almost ready for living. So, add furniture, maybe add a custom kitchen, and you’re ready to settle. But in Georgia, it is different.  In the majority, apartments deliver with the main structure, but none of the cosmetic touches. Here is a list of items that white frame typically includes:

  1. Metal main entrance door
  2. External windows and doors with glass package
  3. Lighting system
  4. Fire detecting and water distinguishing central systems
  5. Central heating system lines
  6. Meters of electricity and water
  7. Full systems of electricity, gas and water supply
  8. Phone, Internet and cable lines
  9. Hydro and noise isolation of the floors
  10. Thermo isolation of the whole building
  11. Stretched floor

But why they don’t deliver their apartments already finished? Because developers are still mainly focusing their sales activities on domestic Georgian buyers.  Georgians typically like the flexibility to design their apartment to their requirements.  In Tbilisi, the locals have large networks of friends and extended families. Therefore, it is not difficult for them to find builders, plasterers, plumbers, electricians, painters and decorators for good prices.

More recently, however, developers started to offer finished interior (plaster, cap). It may be explained only by a flow of foreigner buyers and investors in Georgia.

Black Frame

This frame is the same as in most countries. Buy an apartment under a free lay-out means installation of communications and laying of electric wiring, carrying out of menial work and all other points that you’ve read in the “White Frame” section. What is generally included: 

  • metal/plastic windows
  • entrance door

Why do people buy this type of frame?  There are 2 main reasons:

The price is lower compared with a “White Frame” which is important for the locals. Especially if they know who can do it for a small price.

Another reason that all layouts and finishing of the apartment will be made to the owner’s liking.
